Administrator: can change all the forum settings and moderate the board.

Global Moderators: can moderate all boards.

Moderators: can moderate specific boards only

To Add a Administrator or a Global Moderator or a Moderator:
Admin->Membergroups->Under "Regular Groups" Click "Administrator" or "Global Moderator " or "Moderator"
->click "!" incon, a pop-up window will show->type *, then search and click the right username
->click "Add Members" button->Done.

Admin > Members > Registration > Settings > Change method of registration to Registration Disabled.
